New Mexico Reports 1,908 New COVID-19 Cases and Record 44 More Deaths

The City of Santa Fe's next phase in its "Santa Fe Promise" campaign will include specific outreach to the Southside 87507 ZIP code, as well as a renewed campaign encouraging residents to use the anonymous NOVID contact tracing app.

Staff with the city's Economic Development and Land Use and Planning Departments—which have been working together on these plans—presented updates during last night's Qualify of Life Committee meeting.

While the first phase of the Santa Fe Promise campaign focused on encouraging residents and businesses to pledge to take the necessary precautions to avoid spreading COVID-19, Santa Fe Promise 2.0—as it's being called—is targeting areas where residents have proven most vulnerable to the virus. The presentation included both the 87507 and 87505 ZIP codes, although the former has had a more significant number of cases.

For instance, New Mexico health officials reported 96 new COVID-19 cases in Santa Fe County today, bringing the total here so far to 5,511. Of those, 3,013—or almost 55% have been in the 87507 ZIP code, which has also been in the top 10 ZIP codes statewide nearly every day since the state began reporting the metric (today it was No. 6). By comparison, the 87505 ZIP code has had 831 cases or 15% and has never been in the top 10.

Liz Camacho, economic development and communication administrator for the city's Economic Development Department, told city councilors last night that the city is preparing to deliver 10,000 COVID-19 kits to households in vulnerable communities.

Those kits will include face masks, disinfectants, as well as information about health resources. Currently, members of YouthWorks have been assembling the kits, and Chainbreaker Collective will help distribute them. The city used close to $200,000 CARES Act funds on the kits, as well as on myriad outreach and advertising efforts targeted at the city's most vulnerable ZIP codes, she said.

The city also will be renewing its focus on encouraging residents to use the free NOVID contact-tracing app. Information about the app will be included in the outreach kits, and the city also is planning on additional flyers and Facebook advertising.

Developed by Carnegie Mellon University mathematician Po-Shen Loh, NOVID allows users to anonymously log their COVID-19 status and then uses both Bluetooth and ultrasonic technology to measure the time sound takes to travel in order to sense the proximity of other NOVID-using phones. The app alerts users if they come in contact with someone who has voluntarily self-reported testing positive for COVID-19.

Economic Development Director Rich Brown tells SFR the city recently signed a contract with NOVID, which allows it to keep a dashboard and know how many residents are using it (36 as of this writing). Brown says the city will be paying $1 per user up to 10,000 users as part of its contract. Even with 5,000 users, Brown says, "we can learn a lot." (To use, just download the NOVID app and use the community code SANTAFE).

The City of Santa Fe, of course, does not have a public health office, so all of these efforts have been happening through city departments that normally focus on other types of issues.

"This is part of what's interesting about the difference between our community and other cities," Mayor Alan Webber tells SFR. "We really are required by structure and resources to take a collaborative approach with the county and the state and with other jurisdictions to do outreach. That's a good thing because at the end of the day, we're going to end up with more coordination. But it means as we go through the process of trying to respond to COVID, we're building the response as we go, rather than having it already in place."

Elias Isaacson, the city's Planning and Land Use director, told members of the Qualify of Life Committee last night that "part of this Santa Fe Promise 2.0 is a response to the unpredictability or changing nature of the pandemic," with the hope that the communications infrastructure the city is building for conveying information about COVID-19 will be flexible enough to continue using even as the messaging and information changes over time.

Statewide, New Mexico health officials today reported 1,908 new COVID-19 cases, bringing the statewide total so far to 102,862. Of those, the health department has designated 35,179 cases as recovered.

Bernalillo County had 586 new cases, followed by Doña Ana County with 304 and Valencia County with 126.

The state also announced 44 additional deaths, a new single-day record high for fatalities for the second day in a row. Those deaths included one in Santa Fe County, a man in his 80s who was hospitalized and a resident of the Pacifica Senior Living facility. There have now been 38 deaths in Santa Fe County and 1,673 statewide.

As of today, 947 people are hospitalized with COVID-19.*
