New Mexico Reports 1,549 New Cases, Exceeds 100,000

Health officials also reported 40 more deaths, the highest single day for fatalities so far

On the first day of New Mexico's new county-level framework for COVID-19, 32 of 33 counties are in the red, meaning they must operate under the strictest restrictions.

San Miguel County meets the criteria for operating at the yellow level from Dec. 2 through at least Wednesday, Dec. 16. Los Alamos County, which was previously meeting the yellow level, also has turned red.

Under the new guidelines, counties are considered "red" if they fail to meet an average 5% test positivity rate and case levels of 8 per 100,000 over a 14-day period. Counties meeting one but not both metrics are "yellow" and those meeting both are "green." Santa Fe County currently has a case rate of 90.10 per 100,000 and a test positivity rate of 15.50%.

Green counties will have the least restrictive rules; for example, restaurants in such counties will be able to have 50% of maximum capacity for indoor dining and 75% of maximum capacity for outdoor dining. Red counties can't have any indoor dining, 25% of maximum capacity for outdoor dining and any place serving alcohol must close by 9 pm nightly. Yellow counties split the difference with 25% maximum capacity for indoor dining, 75% of maximum capacity for outdoor dining and establishments serving alcohol must close by 10 pm. The new framework and guidelines come as New Mexico health officials today reported 1,549 new COVID-19 cases, bringing the statewide total so far to 100,963 and making New Mexico the 37th state to surpass 100,000 cases.

"Every single day I pray that New Mexicans infected with this virus will recover," Gov. Michelle Lujan Grisham said in a statement. "Every single day I pray for the families whose loved ones are battling illness with all the strength they have. My thoughts are always with the doctors, nurses and health care providers who give everything they have to their patients, who selflessly risk their own health to protect their communities and our state. My thoughts are with their families, too, and the families of the first responders and essential workers who, through their commitment and sacrifice, even in this dark time, inspire hope and reaffirm my confidence in the unbreakable spirit of our great state."

Bernalillo County had 448 new cases, followed by San Juan County with 141 and Chaves County with 130. Santa Fe County had 76 new cases today, 41 in the Southside 87507 ZIP code, which ranked eighth among ZIP codes in the state for most new cases today.

The state also announced 40 new deaths today, the highest single day of deaths so far, bringing the total number of fatalities to 1,629. Those deaths included a Santa Fe County woman in her 70s who was hospitalized and had underlying conditions; there have now been 37 deaths here.

As of today, 940 people are hospitalized with COVID-19.*

The environment department currently lists 199 establishments on its rapid response watchlist for having had two or more employees testing positive for COVID-19 in the last 14 days. Of those, 15 are in Santa Fe County: Albertsons Market on Zafarano; Blueline Construction; Chick-fil-A; McDonald's on Airport Road; Michael's; Olive Garden Italian Kitchen; Ross Dress for Less; Sam's Club; Smith's Food & Drug on Cerrillos Road; the State Employees Credit Union; Walmart, Woods Design Builders; Academy for Technology & Classics; Santa Fe High School; and Santa Fe Public Schools Transportation Department. All of those places were listed as having had two rapid responses, except for Chick-fil-A, which has had four and will be closed through Dec. 15, and Sam's Club, which has had nine, but whose parent company, Walmart, has signed an agreement with the state that allows essential businesses to avoid closures by working with the state on testing and contact tracing. Whole Foods also has signed an agreement.

The City of Santa Fe's newest emergency proclamation, signed by Mayor Alan Webber yesterday, also notes that city employees will have to be tested for COVID-19 should the city enter into such an agreement with the state. However, an environment department spokeswoman confirmed to SFR that the agreements are only available to essential businesses, not to government entities.

Statewide cases

According to a state news release, previously reported numbers included four cases that have been identified as duplicates (one in Los Alamos County, one in McKinley County, one in Sandoval County and one in Valencia County) and one case in Valencia County that was not lab confirmed; these have now been corrected. One case previously reported in Bernalillo County has been determined to be among individuals held by federal agencies at the Torrance County Detention Facility. Four cases previously reported in Cibola County have been determined to be among New Mexico Corrections inmates at the Northwest New Mexico Correctional Center in Cibola County. Two cases previously reported in Santa Fe County have been determined to be among state Corrections inmates at the Penitentiary of New Mexico in Santa Fe County. Five cases listed in yesterday's correction as having been previously reported in Union County and then been determined to be among Corrections Department inmates at the Northwest New Mexico Correctional Center in Cibola County should have been corrected to have been determined to be among state inmates at the Northeast New Mexico Correctional Facility in Union County and are now reported as such County totals are subject to change upon further investigation and determination of residency of individuals positive for COVID-19.
