Harris’s legislation would shorten the early vote period leading up to the runoff from 20 days to 7 days. It would not affect the early voting before the regular election in October. A council committee was scheduled for a hearing on the bill Monday night.
Harris is a Republican, like Mayor Richard Berry, who is running for re-election, and like retired police sergeant Paul Heh who is also running in the three-way race.
The council was told that a significant financial benefit would come from supplying ConocoPhillips with the emergency water. The federal government is belatedly sending $67 million in disaster relief funds to western states, including New Mexico, for the wildfires from last year.
During the agreement, the company would pay the city an annual sum of more than $19,000, representing a purchase price of $48 per acre foot for the reserve water.
Cal Baca, chief of wildlife management at the New Mexico Game and Fish Department, said the lesser prairie chicken has a population of 6,000 to 8,000 in New Mexico, all on the east side of the state.
Baca told the Legislature’s Water and Natural Resources Committee that the bird is safe already. Granting it federal protection as a threatened species would hurt businesses and be disruptive to private landowners, he said.
In an opinion issued Monday, King says the slaughter of any horses with certain drugs in their system would be a violation of the state's adulterated food act. Those drugs, he says, would include an anti-inflammatory commonly found in racehorses and medications used to treat bacterial, parasitic and viral infections.
Heather Wilson’s plea (who was charged with abandoning the People’s Republic of New Mexico and spiriting her family off to the Badlands of South Dakota) that she had to go where the job was, initially fell on deaf ears.
