Economists say it seems likely the state's revenues will stop falling, but they'll probably also not grow. Hence, the tax increases and fee hikes. The measures passed the House on a party-line vote, Democrats for and Republicans against. Gov. Susana Martinez can't vote, but she can veto, and a spokesman says she will.
